Because of the order in which orthodox Shintoism confer gods, generally this spirit has already gained a good reputation in the local area and has many believers willing to worship it devoutly. Only then did Shintoism take notice of it and give it an orthodox status. Later, in order to save trouble and for selfish reasons, some Shinto sects first found a suitable spirit, cultivated a certain number of believers for it, and then held the enthronement ceremony. This is still the effect that the Vairocana Tathagata did not specifically target himself. Maybe He really only needs to glare at Him to make everything go away. This monk is so scary!
