In ancient times, the M80 Scorpius globular cluster was attacked by Anomalous Beasts and was on the verge of destruction when it was saved by Noah Ultraman. Later, to combat the Anomalous Beasts, the "Visitors" mimicked Noah Ultraman to create the ultimate weapon, Dark Zagi. Dark Zagi revived the monsters in the Monster Graveyard and caused chaos. Zoffy, the original Ultraman, and Seven came to stop him but were easily defeated by Dark Zagi. At this point, Noah Ultraman appeared and cast Dark Zagi into a black hole.

Time flew by, and in the blink of an eye, a month had passed. At this time, The One, who had been imprisoned, killed its guards and escaped. They then contacted Fang Xinhan.
After Fang Xinhan spoke with the Visitors, he learned that he was still an unregistered person in this world, so they created an identity for him and also gave him a mobile phone for communication.
Fang Xinhan estimated that the phone most likely had a tracker, but he didn't care. He hadn't done anything wrong, so they could install a tracker if they wanted.
